  16. <p>     TAKING AIM AT TRASH. New York City has started a mandatory
  17. recycling program, with the threat of fines for uncooperative
  18. residents--and perhaps some stronger inducements. An elite,
  19. blue-uniformed squad of recycling officers are packing .38-cal.
  20. pistols. "They may be going into a basement or down an alley
  21. that is potentially dangerous," explains city sanitation
  22. official Anne Canty. Or run into an unruly Gothamite mixing his
  23. old newspapers with his empties.
